Servers will be allowed to be on the hub whether they are certified or not. The difference between certified servers and non-certified servers is coded admins have admin powers on the former and are normal players on the latter. Servers do not require anything to be certified, they simply need to request it on the forums and they'll be given it in due time. On the hub it'll say whether a server is certified or not. Coded admins are there so that admin abuse isn't rampant. Coded admins will investigate any claims of admin abuse made against a certified server. If the server is not certified neither staff or coded admins will look into it, those servers have free reign to abuse as they like.
